The Cabinet Committee on Economic Affairs (CCEA), chaired by Prime Minister Narendra Modi, has given the green light to the ambitious Pan 2.0 project. Announced on November 25, the initiative aims to transform India’s PAN (Permanent Account Number) system into a fully paperless, online platform under the Digital India mission.
₹1,435 Crore Allocation for Modernization
The government has pledged ₹1,435 crore to upgrade the existing PAN/TAN system, ensuring streamlined taxpayer services, cost optimization, and enhanced infrastructure. Union Minister Ashwini Vaishnaw emphasized that PAN 2.0 will integrate digital systems across government agencies, improving data consistency and accessibility.
Key Benefits of Pan 2.0
According to the official release, Pan 2.0 aims to provide:
- Ease of Access: Faster and more efficient services for taxpayers.
- Data Consistency: A single source of truth for government agencies.
- Eco-Friendly Processes: Reduction in paperwork for a sustainable approach.
- Enhanced Security: Robust systems to protect taxpayer data.
- Grievance Redressal: A dedicated portal for addressing taxpayer queries.

Focus on Unified Digital Infrastructure
The project envisions a unified portal consolidating PAN and TAN activities, including validation services. Vaishnaw highlighted that the system could potentially serve as a common business identifier, simplifying processes for individuals and businesses alike.
Current PAN System at a Glance
With over 78 crore PAN cards issued, 98% of which belong to individuals, the existing system already plays a vital role in financial transactions. Pan 2.0 will build on this foundation, introducing a digital backbone to enhance efficiency and agility.
